I'm visiting SoCal from SF in a few days and would like to know what's available right now. Is it just basically Venice beach and Santa Monica? Where do I go to get the Santa Monica permit? Also, are there any places in Santa Monica that do not require licenses? (If I recall correctly, a city cannot outright ban busking, but can restrict it in set areas.)

As for San Francisco, I think the bums have caused people to become quite jaded. It takes a lot to get an audience to stop and listen; usually they just want to walk away quickly. It seems like this problem has gotten a lot worse since last year.

In Santa Monica you can only perform on the 3rd St. Prominade and on the Pier, and you need a permit. you get the permit at the city hall, just south of that mall at the bottom of the prominade and it costs $37. It's not a ban, it's a permit, and therefore it's legal (hardly, but they get away with it).
Venice beach is an option.
You can also work on Holywood Blvd.
Old town pasadina! Check that out. Great possibilities for musicians, but I don't know the laws cuz there is no space for jugglers.
There is another spot that is escaping me right now. If I think of it I'll get back to ya.
